Summary

add Telegram Stars invoice links to /donate ahead of existing Stripe fallback buttons
add compact signed Stars payloads, pre-checkout validation, successful payment activation, and chat audit fields
update locales/env docs and add deterministic Stars proof coverage

Use Telegram Stars test environment with a real logged-in Telegram account.
Run /donate in a private chat and complete a test Stars invoice; expected result: signed target private chat is activated and one localized activation confirmation is sent.
Run /donate inside a group and complete a test Stars invoice; expected result: signed target group is activated, not the paying user's private chat.
Replay or duplicate the same successful payment update if tooling allows; expected result: no duplicate activation confirmation.

Manual Stars QA was not run in this Codex pass because the required Telegram Stars test payment setup/credentials are not available in the workspace.
