Summary

add a Windows Scheduled Task installer and wrapper for the Voicy transcription worker
store worker env in an ACL-protected ProgramData file and append wrapper/worker lifecycle logs
document install, verification, and crash-restart smoke testing
add a static proof for the restart-task contract

Closing as duplicate/superseded. PR #186 already merged the initial Windows worker restart implementation, and follow-up PR #189 now carries the review hardening fixes on top of current main.
