Summary

Send a localized Telegram confirmation after a Stripe checkout newly activates a chat.
Skip duplicate confirmation messages when Stripe retries a webhook or the chat is already paid.
Keep Telegram delivery failures non-fatal for Stripe activation and log only bounded error details.
Add localized confirmation copy for English, Russian, Ukrainian, German, Spanish, and Portuguese.
