  Fix Vane container healthcheck and networking issues

  Changes:

  • Fix Vane healthcheck: replace wget with curl (container doesn't include wget)
  • Fix Vane to bind to 0.0.0.0 for Tailscale sidecar compatibility
  • Add HOSTNAME=0.0.0.0 environment variable to ensure proper binding
