Fixes the regression where a failed stats.borodutch.com/count request renders the fallback 0 as if it were real data.

Changes:

keep the total user count in loading/skeleton state unless the count payload includes history data
rebuild static docs assets

Validation:

yarn build
live https://stats.borodutch.com/count is back to HTTP 200 after restoring the route
