Summary

preserve canonical Telegram chat IDs when groups migrate
upgrade pre-versioned unreachable checkpoints with a one-time current-inventory refresh
avoid repeated refreshes and any historical checkpoint-wide rescan
add focused fresh, resumed, deduplicated, and legacy JSONL regressions

Rebased the reviewed single commit onto current master to resolve the squash-history merge conflict. New exact head 52dc8e19bae08a28486725eb0ed38487d9309c1a; stable patch-id remains identical (df3984f1e90ea2ffdc062ed3a73af520181c95bd). Full post-rebase suite passes: 13 suites / 80 tests; diff check clean.
