    Authenticated agents and humans can now list, inspect, create, update, rename, and delete projects through the API and new kb project commands. Includes strict atomic validation, encoded-name handling, ticket-preserving deletion, updated API/CLI documentation, and authorization regression coverage. Unrelated administrative permissions remain human-only.
