CI: skip checks when only docs/ or Markdown change #19

Site edits (docs/) and Markdown-only changes no longer run the Android build and the three iOS simulator suites, both on PRs and on pushes to main. A PR that also touches code still runs everything. main has no branch protection requiring these checks, so a skipped run doesn't block a merge.

This came up on #18, where a landing-page and README change waited about 25 minutes for CI and got a red X from a timed-out wait in LoadingLifecycle.testCacheRefreshFailureKeepsTitlesAndSwitchResets. The same code passed on main (eb944f6).
