Summary

serialize Base Sepolia claim sends through the backend sender so concurrent requests cannot overlap wallet writes
use the persisted claim id idempotencyKey to reuse the same in-flight/completed transfer for duplicate sends and reject same-key/different-transfer reuse
document the in-process idempotency guarantee and add mocked viem tests for concurrency and idempotency behavior

Manual QA: not required. This is backend sender concurrency/idempotency behavior covered by mocked viem unit tests plus full repo check/test/build.
