Summary

move claim store selection into a tested runtime helper
reject missing production DATABASE_URL without creating MemoryClaimStore
reject ALLOW_IN_MEMORY_CLAIMS=true in production and limit in-memory opt-in to local development/test
document the persistence rules in the README

Validation

bun run check - passed
bun run test - passed; frontend 9 tests, backend 11 tests
bun run build - passed

Manual QA: not required. This changes backend startup/config selection, tests, and README docs only; the automated checks cover the changed behavior.
