Summary

switch the signed-holder claim runtime from legacy Base Sepolia testcoin defaults to Base mainnet BORO defaults
keep legacy Base Sepolia claims behind explicit non-production ENABLE_TESTNET_CLAIMS=true
update claim API config, frontend copy, allocation formatting, docs, and env placeholders for Base mainnet BORO

Production still needs Easypanel env updated with:

DATABASE_URL
BASE_MAINNET_RPC_URL
BASE_MAINNET_BORO_ADDRESS
