Summary

Add upgradeable ERC1967/UUPS-style BOROTOKEN (BORO) with fixed 1B initial supply minted once during proxy initialization.
Add Base mainnet deployment and treasury-transfer scripts with chain id 8453 guards.
Document local env-only secret handling, dry run/broadcast/verification, metadata to persist, and direct-to-treasury vs later treasury-transfer flow.
