Summary

wait for Base Sepolia transfer simulation and a successful transaction receipt before marking claims sent
add authenticated admin retry for failed claims with transaction-status and recipient-balance recovery checks before any resend
require an explicit admin override before retrying a missing recorded tx hash, and use an atomic failed-to-pending transition before broadcasting
keep failed on-chain transaction hashes from displaying as sent in the claim UI

Manual QA: not required; this is covered by backend service tests for receipt failure, tx-hash recovery, missing/stale tx retry gating, balance recovery, duplicate-send prevention, frontend/backend typechecks, and the production build.
