Summary

Add a reusable Voicy activity stream emitter with env-based URL/token config, short timeout, and no-op behavior when unconfigured.
Emit anonymized activity for Telegram updates, handled commands, queued transcriptions, worker job lifecycle, and runtime startup.
Document stream env vars and add a proof script covering anonymization, no-op behavior, token-authenticated submit, project/source metadata, and payload safety.

Validation

yarn build-ts - passed
yarn lint - passed
yarn test:activity-stream - passed; local HTTP capture verified /activity/v1/events, bearer auth, project=voicy, source=bot, and no raw chat/user IDs, message text, file IDs, or file unique IDs in emitted payloads.

Manual QA

Manual Telegram QA is not required for this PR because bot behavior is unchanged: emitters are fire-and-forget, catch request failures, and no-op when stream env vars are absent. Review should focus on privacy of event text and runtime overhead.
